We should make it voluntary so that who feels that there is nothing to hide and is proud of what he/she has to say as a citizen can do so. In those cases where weak fear for their safety there has to remain anonymous path for exposing abuse. I believe that having this possibility in every chat environment will bring along a lot of people who are more than happy to speak from their own government verified IDs.
